I read that you cannot receive helath benefits unless you declare residency and work towards getting UK status. or, if your employer will pay for your private health care benefits. Also, beware of moving there with an Autistic son: He may not get services there either, ebcasue he is not a resident of the UK. Unless you marry someone there who is British and has the health care already set up for both of you.

Everyone on the planet is entitled to emergency treatment while here, after that it depends what kind of visa she and her daughter get. If she's moving and has a job waiting the job will take care of it initially through BUPA. As long as she's here legally both mother and daughter will always be covered by National Health ultimately. If she has a direct UK citizen relative:(mother/father/grandparents) here this is all academic, she will be entitled to everything they need from the start. Don't expect 5 star treatment all the time, sometimes you will get the best but often if you need/want to jump waiting lists you will have to pay some cash.

If this is a permanent move then she could apply for settlement providing she has a sponsor after 3 years. She needs a entry clearance visa to get in. During the first 3 years she would not qualify for state medical care so would probably need to buy a health policy with one of the insurance companies. IF however she marries a citizen of the UK she will qualify for free medical care from the day she arrives and will not have to wait for 3 years.
